for manufacturing and delivery of bins for PET collection
1. Background
The Global Compact Armenia – phase 2 project within UNDP Armenia implements a partnership project with USAID aimed at creating stimulating conditions for private sector to invest in high-value-added recycling of PET (polyethylene terephtalate). The project pursues a threefold purpose of realizing the economic and social benefits of reducing the level of environmental pollution in the country by PET. The project will assist the county in development of pollution prevention and reduction approaches with participation of private sector, civil society, and local government.
The mentioned goal will be achieved through simultaneous implementation of the following synchronized project components:
1. Creation of adequate conditions and technical/infrastructural capacities in the project areas for differentiated treatment of waste, namely for separation of PET bottles and relevant plastic products immediately at the first stage of the waste collection cycle. This component assumes:
2. Design and put into operation a scheme/model for public private partnership between the project (implementing agency) and private companies for collecting and processing of the PET bottles from the first stage of waste collection cycle. This will include:
3. Support the selected private companies (the project partners) in establishing a high profile and higher-value added recycling of PET, providing technical and high level advisory/expert services. The project aims to reach the level of 70% collection of PET in Armenia, which will make up to 3,500 tons of PET per year and this will motivate investors to invest in large scale and high-value-added recycling of PET.
4. Organize an effective public awareness campaign and support public participation in PET collection programs including those along water sources and protected areas.
For the purposes of the first component above the project plans to procure special trash bins for PET collection, which will be distributed to the municipalities in selected project areas for installation in designated areas.
The selected organization should manufacture and deliver 450 special trash bins in accordance with the specifications below and attached to this ToR.
Compliance with the requirements above should be proven by corresponding documents included in the offer (transaction documents, copies of contracts or other).
5. Deadline for delivery of the goods to the place of destination.
The total quantity of the bins should be delivered by the selected organization to the locations indicated by the buyer according to the schedule:
70 bins – March 30, 2012
70 bins – April 15, 2012
100 bins – May 10, 2012
210 bins – July 15, 2012
