The U.S. Department of State’s Bureau of Population, Refugees and Migration (PRM) welcomes the submission of proposals for the Latin America and Caribbean (except Cuba) regional Resettlement Support Center for FY2013. The deadline for submission of proposals is Monday, July 16, 2012 at 12:00 p.m. noon (EDT). The purpose of the Resettlement Support Center (RSC) is to assist the Bureau in preparing the necessary casework for persons eligible for interview by United States Citizenship and Immigration Services (USCIS) of the Department of Homeland Security (DHS) under the U.S. Refugee Admissions Program and, for those approved, to provide assistance in completing the additional requirements for refugee admission under Section 207 of the Immigration and Nationality Act. In addition, the RSC forwards the necessary data on all DHS-approved cases to the Refugee Processing Center (RPC) for distribution to Reception and Placement agencies according to procedures established by the Bureau.The Bureau will enter into one award for an RSC in Latin America for an initial period beginning January 1, 2013, through September 30, 2013, subject to the availability of funds. Through the award, the Bureau will provide full financial support to the selected organization, based on the proposal submitted in response to this request. This financial support may be renewable for up to two additional fiscal years based upon budget submissions on an annual basis, as long as there remains a need for the RSC and the organization operating the RSC provides satisfactory service, and subject to the availability of funds. At the end of three years, if the need to operate the RSC continues, the Bureau will re-compete the project, and the recipient of this award may participate in that process.The organization selected to operate the RSC is expected to provide refugee processing services for all U.S. Refugee Admissions Program applicants in the designated location, regardless of nationality or ethnicity, beginning on January 1, 2013. The organization selected to operate the RSC will be expected to relate equitably to all domestic resettlement agencies. Integrated Coastal Zone Management and Clean-Up Project: Construction Supervision of Bajkaj Landfill, Access Road and Transfer Station in Himara, Albania

The World Bank is assisting the Government of Albania (GoA) with the financing of the Integrated Coastal Zone Management and Clean-up Project (ICZMCP) with an objective to support Albania to develop on a sustainable basis, tourism in the South Coast. The project will support investments in (i) critical public environmental infrastructure and municipal services (ii) remediation and containment of pollution hazards from a former chemical plant in Porto Romano, and (ii) community infrastructure improvements and revitalization and enhancement of architectural and cultural resources.

The ICZMCP is implementing by the Project Coordination Unit (PCU) in the Ministry of Public Works and Transport.

Component B of the project supports investments in coastal environmental infrastructure key for tourism development specifically Solid Waste Management infrastructure. The objective is to develop modern waste management facilities and services in Southern Albania and reduce the environmental pressure from unsafe practices of solid waste disposal. Specifically, this project will support the construction of a modern, technically-engineered, Regional Landfill (a disposal facility for non-hazardous Solid Waste) in Bajkaj (near Saranda) together with the provision of appropriate access to the facility. In addition, the project will include the construction of a Transfer Station close to the Municipality of Himara. Due to the limited quantities of waste generated by local communities and improved road infrastructure in the area, the construction of a Transfer Station to service the Himare area was deemed technically and financially feasible. A site suitability survey including site investigations of alternative locations have been undertaken and the Technical Detail design for the Landfill near Bajkaj - Palavli villages and Transfer Station in Himare is already finalized. Independently, an Environmental Impact Assessment (EIA) has been carried out with the preparation of the EIA and Environmental Management Plan including two public consultations for the landfill and Transfer Station. The final design considers waste production of the coastal area and coastal hinterland from Himara to Saranda. The design capacity of the Landfill and Transfer Station is based on a service area covering the population of 2 main municipalities and a commune (Himara, Saranda and Lukova).

La Administración de las Obras Sanitarias del Estado-OSE ha solicitado un préstamo del Banco Internacional de Reconstrucción y Fomento para financiar parcialmente el costo del suministro e instalación de motores de media tensión con sus accionamientos, celdas y equipos auxiliares para la usina de Aguas Corrientes, y se propone utilizar parte de los fondos de este préstamo para efectuar los pagos bajo el Contrato denominado Suministro e Instalación de motores de media tensión con sus accionamientos, celdas y equipos auxiliares para la usina de Aguas Corrientes.

2. La Administración de las Obras Sanitarias del Estado-OSE invita a los licitantes elegibles a presentar ofertas selladas para el suministro e instalación de motores de media tensión con sus accionamientos, celdas y equipos auxiliares para la usina de Aguas Corrientes, ubicada en la ciudad de Aguas Corrientes perteneciente al departamento de Canelones, distante aproximadamente 60 Km de la ciudad de Montevideo.

3. St. Vincent and the Grenadines has received financing from the World Bank toward the cost of the Regional Disaster Vulnerability Reduction Project, and intends to apply part of the proceeds for consulting services. The consultant will perform a thorough vulnerability assessment of the two schools with the objective of (i) carry out site inspection, identifying structural and site vulnerabilities and functional shortcomings; and (ii) propose measures for consideration and possible inclusion in the rehabilitation / retrofit design of the shelters.

The Consultant will be required to prepare detailed methodology and work plan for carrying out structural & site vulnerability assessment. In concert with NEMO, the consultant would review and if need be revise, their functional evaluation criteria of buildings for use as an emergency weather shelter. Also they would be required to prepare a vulnerability assessment and functional evaluation forms, including sections on wind and seismic resistance and overall site vulnerability. St. Vincent and the Grenadines has received financing from the World Bank toward the cost of the Regional Disaster Vulnerability Reduction Project, and intends to apply part of the proceeds for consulting services for Design and Supervision of Satellite Warehouses.

Under Component 1 of this project, titled ”Prevention & Adaptation Investment” it has identified a number of priority investments with the goal of reducing the country’s physical and economic vulnerability to adverse natural events through the piloting of adaptive measures to build resilience to current and future climatic changes. One of the priority investments is the construction of Two (2) Satellite Community Warehouses for storage of emergency equipment. The period of the consultancy is Eighteen (18) months.

ASSIGNMENT DESCRIPTION

The ASEAN Member States (AMS) have requested the World Bank to assist with the development of a draft regulatory framework for food safety in ASEAN to ensure uniform application of regulatory requirements for food safety in ASEAN leading to trade in safe food.

The end objective of the assignment is to provide ASEC with options on a possible regional regulatory framework for food safety in ASEAN. The contracted technical expertise, the Consultant, is expected (i) to take stock of existing initiatives in the area of food safety at ASEAN and AMS levels, and identify gaps (including legal gaps); (ii) to develop a comprehensive roadmap linking all existing initiatives in the area of food safety undertaken at regional and national level, and needed actions to establish a regional regulatory framework on food safety in ASEAN; and (iii) to present options on a possible regional regulatory framework for food safety in ASEAN.

The roadmap is also expected to provide the steps to be taken for the harmonization of the identified Phyto-Sanitary (SPS) measures and Technical Barriers to Trade (TBT) measures which includes harmonization of procedures of registration, pre-marketing and post-marketing surveillance among AMS contributing towards the adoption of a comprehensive single regulatory framework in ASEAN for food safety encompassing the essential requirements for food safety.

The Institute of Chartered Accountants of Sri Lanka as the sole national body of professional accountants in Sri Lanka, improving financial reporting and auditing and upgrading the licensing procedures for accountants and practicing auditors, with the statutory responsibility of promulgating the Accounting and Auditing Standards in Sri Lanka, under the Sri Lanka Accounting and Auditing Standards Act No.15 of 1995, aims to build up the capacity of the institute.

The Institute of Chartered Accountants of Sri Lanka aims to enhance the public trust and confidence placed on the audit profession as a whole by having in place a quality assurance system internal to the auditing profession which ensures members’ compliance with established auditing standards. International expertise is sought to design and operationalize an AQA program in line with international practices.

The project was approved 26 April 2012 by the Board of Directors of the French Development Agency. The organization Triangle Generation Humanitaire will execute the project over a period of 3 years.
